
Dr. Valerie Biscardi is a dedicated neuro-visual optometrist with over 26 years of clinical experience. She is a graduate of Salus University’s Pennsylvania College of Optometry and completed an extensive 18-month externship and residency at the Wilmington VA Medical Center, where she developed a strong foundation in medical optometry and patient-centered care.
For 17 years, Dr. Biscardi owned and operated a large optometric practice in Center City Philadelphia, specializing in primary medical eye care and the management of complex contact lens and spectacle prescriptions. While this work was deeply rewarding, her professional path took a transformative turn when she discovered the work of the NeuroVisual Medicine Institute and its approach to treating binocular vision dysfunction (BVD).
Recognizing that an estimated 20% of individuals may suffer from symptoms related to BVD—often overlooked or dismissed in traditional medical settings—Dr. Biscardi found her true calling. Her passion for this work is also deeply personal. Having experienced these symptoms herself since childhood, it was only after discovering the treatment methods developed by Dr. Debby Feinberg that she found genuine relief. This experience ignited her commitment to helping others who have long struggled without answers.
Now focused on neuro-visual medicine, Dr. Biscardi is devoted to creating a different kind of patient experience—one that stands in contrast to the limitations of conventional, time-constrained healthcare environments. She has intentionally designed her practice to be a calm, welcoming, and supportive space where patients feel seen, heard, and validated. She prioritizes giving everyone the time necessary to fully explore their symptoms, conduct thorough testing, and develop highly personalized treatment plans.
Her goal is to help patients achieve meaningful relief—often reducing symptoms by 50–70% within the first few months of treatment— equipping them with tools to better navigate the visual demands of a fast-paced, overstimulating world. While she acknowledges that no treatment can guarantee a cure, Dr. Biscardi is unwavering in her commitment to delivering thoughtful, effective care tailored to each individual’s needs.
In addition to her private practice, Dr. Biscardi is proud to serve part-time with the Eagles Eye Mobile, powered by Vision To Learn. Through this initiative, she helps bring essential eye care directly to children in their local neighborhood schools—providing comprehensive eye exams and glasses to students who might otherwise go without. She is deeply committed to ensuring that every child has the visual tools they need to succeed not only in school, but in life.
